The local government body responsible for the French port city Le Havre – the Communauté De l’Agglomération Havraise (CODAH) – has been awarded the “Trophée de la Collectivité Locale” of “Social Resilience” by the French Committee for Civil Defense (HCFDC).
The prize recognizes exceptional crisis management planning and preparation work at local government level and is presented by French officials from across the public and private sectors. This nationwide competition is held every two years to reward societal resilience initiatives in the fields of security, crisis management, public safety and continuity of service within the context of major risks and threats.
As part of an ongoing training process, the local government authorities in Le Havre use MASA Group’s Artificial Intelligence (AI)-based simulation system, SWORD, within its civil security/crisis preparedness platform. SWORD has been in service in Le Havre since 2009 and is deployed during three two-day exercises which are held each year. Each course is typically attended by up to 15 representatives responsible for crisis management from industry, government, the emergency services and the harbor authority.
The principal French authority responsible for civil defense has used MASA’s market-leading crisis management simulation software to conduct a critical training exercise in order to enhance the capital city’s potential response to persistent and violent flooding.
Paris, France: An estimated 500 representatives from 15 French companies took part in a two-day training exercise based on the occurrence of two weeks’ of major flooding in the streets of Paris. Organized by the French High Committee for Civil Defense (HCFDC), the hypothetical event was recreated using SWORD, MASA’s automated simulation solution for emergency preparedness and planning.
Staged on 29-30 September, the exercise was based on the catastrophic 1910 Great Flood of Paris, during which the Seine rose eight meters above its usual seasonal level. It precisely simulated the flow of water and the impact of rising flood levels on the city’s infrastructure, while testing the participants’ reactions and response. The group included representatives from leading energy and water providers, television networks, telecommunication companies and public transport operatives. They were joined by envoys of Paris City Hall and the “Secrétariat Général de la Zone de Défense et de Sécurité de Paris” (General Secretariat for the Defense and Security of Paris), which is responsible for the city’s crisis management.
MASA Group’s long-term military customer, the French Army has acquired a global license for the company’s SWORD constructive training system. Initially selecting SWORD in 2002, this recent agreement follows many years of collaboration between MASA, the French procurement agency (DGA) and the French Land Forces. SWORD provides training for SOULT (the simulation program for Combined Forces and Ground Logistics Units’ Operations), for the operational training of Combined Forces at divisional, brigade, and battle group command post levels. On September 29th and 30th, the HCFDC (the French High Committee for Civil Defense) organized a training exercise simulating a major flood in Paris using MASA SWORD. Over 15 organizations and companies participated, each in their own crisis unit, in order to test their emergency response to a once-in-a-century flood in Paris.
Two weeks of almost unprecedented flooding were simulated over 22 hours. All participants were connected to a shared bulletin board that displayed their actions in response to the crisis in real time. They also benefited from a 3D-view of Paris, using a connection between SWORD and Google Earth
The 10th NATO Computer Assisted Exercise Forum (NATO CAX Forum 2015) will be organized by the NATO Modelling and Simulation Centre of Excellence in Vicenza (Italy) from September 29th to October 2nd. The CAX Forum is theld yearly and focus on technical items and operating procedures related to simulation- based exercises and training support, in order to promote the exchange of information and best practices among the Staffs of NATO and national simulation/training centres.

French Army refreshes command training with SWORD:
The French Army has acquired a global licence for MASA Group’s SWORD command and staff training software to replace or upgrade its existing simulation systems in a contract worth more than EUR6 million (USD6.7 million).

Having originally identified SWORD’s underlying technology as a pioneering tool for cost-effective, time-efficient training in 2002, this recent, significant agreement follows many years of solid collaboration between MASA, the French procurement agency (DGA) and the French Land Forces. Beginning of July, the Brazilian Army hosted a military simulation and training press trip to several Army training and evaluation centers throughout the country, visiting military facilities in Manaus, Rio de Janeiro, and Santa Maria do Sul, where the Brazilian Army has deployed COMBATER, a customized version of SWORD (MASA’s constructive training system).

Four journalists from the UK (representing Jane’s, Shephard Media, Moench Publishing, PMI and Military Training & Simulation News) gave MASA their conclusions and insights about the trip, having had the opportunity of observing a major divisional exercise using COMBATER (SWORD customized version according to the Brazilian Army doctrine and equipment capabilities) in Santa Maria, and discussed future procurement plans for the system.
